normally 6th or 7th grade. But they could still be in 5th grade if they were held back a year, or could be in 8th grade if they are ahead in school or if it's the beginning of the year and their birthday is before the cut-off date.

If you failed your classes in most states you can repeat a grade. Sending you to the next grade unprepared is a disservice to you. Knowledge is like building a fence without one section the rest falls apart. I imagine you were warned that you could be held in 8th grade.
Most American kids start kindergarten at age five, so by the time they are in 8th grade, they are usually 13-14 years old. (Of course, if you were held back a year, you might be a year older when you reach the 8th grade.)
