Technically you can mix anything with water, however, the answer to what I think you are really asking is no. At least I don't think so. Here is my reason why.... You know how oil and water don't mix? THC molecules are very similar to the oil, that's why it will stick to other fat molecules but not water molecules. I base this on the process of making weed butter. You boil butter and marijuana in water. the butter melts and the THC molecules stick to the butter fat, then when you removed the pan from the stove and put it in the fridge, it resolidifies with the hardened THC butter on the top and the water and left over marijuana plant on the bottom completely separated.
