You have confused stem cell with the cells found in the brain stem. Stem cells are cells have have the ability to be any cell (plenipotentiary). Actually this begins early in embryo development. All the cells in a ball of 8, 16, 32 cells can be any cell and eventually become any organ or organism. As the numbers increase, they become set in one direction or another and are no longer considered stem cells.
The cells in the brain stem are neurons just as is found in all nervous tissue.
