In 1992, the horns are located behind the front bumper. The low horn is on the driver's side and the high (pitch) horn is on the passenger side right beside the vacuum canister.
dont know about '92, but my '93 is located (looking at the front of the Jeep) behind the left headlight, beside the radiator. You can get to it by removing grille.

on my 93 Cherokee the horn fuse is #11, a 25 amp fuse.
