No, the plot didn't kill off Elliot, they had him quit the department. Actor Chris Meloni could not come to an agreement on his contract so he had to be written out of the story. Perhaps they are hoping to have him back some time in the future, even for just an appearance or two.

∙ 11y agoChristopher Meloni, the actor who plays Stabler, failed to come to a contract agreement for season 13 (2011-2012) and has dropped out. According to the script, he quit the force. We don't get to see him, the plot development is handled with conversations between the other characters. However, I note that they didn't 'kill him off', so perhaps when a deal can be made, he may pop up again as a guest.
