You have to remember that from the time of FDR the government of the United States was principally made up of Democrats. If you were going to have influence that is where you needed to be. The tradition of the South was with the Democratic Party since reconstruction soured the region on Republicans. So that suggested one could not get elected as a Republican.
Lyndon Johnson and the passage of the Civil Rights act of 1964 changed that. Southerners felt States should be responsible for whatever level of civil rights they felt were appropriate and not the national government.

While "States Rights" is not a term generally embraced it reflects the reality that The United States of America is still an arrangement of states with independent legislatures, histories, cultures and hopes for the future.
