A friendly letter is one you might write to a friend or close family member. The language used in the letter is informal, and most often you do not need to include your address at the top. They end in phrases such as "Your friend" or "much love"

A business letter requires formal language usage. Sentences need to be full, and you need to include your address at the top. Business letters often have a title. They end in phrases such as "Yours Sincerely" and are often signed by the person sending the letter.

A letter to the editor, even though addressed to the editor, is an open letter to the world. It can be friendly in the sense that, it supports the editorial view point. The editors also welcome letters arguing against their positions.

A friendly letter that is personal in nature has no place in the letter to the editor column. One good way for the writer of a friendly letter to determine if it belongs to the letter to the editor category is to honestly answer this question - Would I read this letter if someone else wrote it?

A personal business letter is a business letter, there should be no difference.

Whether a business letter is written by a business or an individual person for a business purpose, the contents should include the same basic elements. A business letter prepared by a business includes specific items that have a purpose; basic information such as date, correct addresses, account (or other) numbers, specific points to be made and the facts to support them. A business letter (or an email) is a record of exactly what has been communicated. A personal business letter is no less a business letter.
