Certainly there were cowboy boots in the 1800's - maybe not as stylish as the ones you can buy today but they were borne of necessity, not style. The pointed toe makes it easy to get your foot into the stirrup; the tall undercut heel keeps your foot from getting stuck through the stirrup where you could get dragged if you got thrown and your foot became caught. The instep was loose enough that your foot would pull out of the boot, in case it did get caught in the stirrup, so that you wouldn't get dragged by your horse.

Cowboys made it a practice to never walk anyplace where they could ride. Cowboy boots were not designed for comfortable walking. As cowboys were averse to being on foot they spent the vast majority of their time on horseback. It has been said that for that reason their feet tended to stay a bit smaller and narrower than if they were walking or standing all day.
