The quote is generally attributed to Dr. Paul Joseph Goebbels, who was Adolf Hitler's Propaganda Minister in Nazi Germany. It's also, in various forms, been used by and/or attributed to several people since... Including Lenin and various Chinese ministers.

In reality, though, there's no verifiable attribution of the basic quote to anyone. The closest verifiable source would tend to lead us to believe that Goebbels didn't come up with it on his own, but rather got the idea from his boss.

In Hitler's book "Mein Kampf" (My Struggle) he originates the idea of "das Grosse Luge" (The Big Lie):

"But the most brilliant propagandist technique will yield no success unless one fundamental principle is borne in mind constantly and with unflagging attention. It must confine itself to a few points and repeat them over and over. Here, as so often in this world, persistence is the first and most important requirement for success."

you can even find a very similar quote from the bible.  Y'all can't ever end up with anything other than hitler being the source of all our problems.  Even today.
