In September 1917, General Kornilov (who was the Commander-in-Chief of the army), attempted to overthrow the Provisional Government - this was known as the Kornilov Plot. This is because Kornilov wanted to continue the war with Germany without government interference. Kerensky, (who was Prime Minister of Russia at the time), had no army, and so he had to arm the Bolsheviks and use them to protect the Provisional Government and Petrograd. The Bolsheviks stopped Kornilov and saved the Provisional Government, but refused to give back their guns - they were not called the Red Guards.

After he declared jews to be subhuman, he confiscated their wealth so he could arm himself. Also United Kingdoms and France handed over Czechoslovakia to Nazis by signing the Munich pact, so he took their weapons aswell.

Those included small arms, artillery, tanks, submarines, battleships, bomber aircraft and guided missiles. Germany did not have nuclear weapons at that time. There is speculation that Hitler did not order the use of chemical weapons due to his experience in WW 1 as a solder- he was injured in a gas attack.
