All drugs and pharmaceutical medications have a temporary effect only. They 'mask' the pain by 'dulling the senses' (interfering with the brains neural transmitters). They can also create negitive 'side-effects'.
Alcohol, panadine forte, morphine, etc . . . are all examples.
Opiates are the only pain relievers that also dull the senses.

Do you mean "to dull your pain" or do you mean "I have a dull pain in my arm"? "I have a dull pain in my arm" means that the pain is like an ache. A sharp pain almost feels like a stab of pain through a part or parts of your body. It could also mean that your pain has faded. "to dull your pain" Could mean to distract you from your pain or take medicine such as pain killers to make the pain less noticible to you.

My personal opinion, is to take this to dull your pain senses. Don't worry! Tattooing does not hurt as bad as it is said too. The obvious risk I could see with this, is the possiblity of it imparing your senses. You may not thinking clearly, or make a unremarkable mistake.
