Just after puberty, this time is when the brain is 'metaphorically' rushing around trying to sort everything out before you get too old. After this has happened the brain has a hard time trying to learn anything new, as you may know. the brain is constantly developing from birth, this is why babies are able to pick up new languages and abilities so easily compared to everyone else.
The brain consists of living cells, called brain cells, these cells age. Also the brain is constantly learning, the braingrows a lot when you are as a small child, it is at this time when your brain is oftenreferred to as a sponge. When you get older your brain will have aged a lot and like with other organs will not be as strong and responsive as it was in it's younger days.

However, the most important part in terms of survival has to be the Hypothalamus. It is the part of the brain which controls primal functions such as hunger/thirst, regulation of body tempurature, heartbeat, etc.
I am 25 now and i can say that it probably never will.. however by 22-23 you certainly are not as stupid as you were when you were 18-19..
