14 states now have a medical marijuana as well as the District of Columbia. Proposition 203 which allows medical marijuana in Arizona is still being counted and has a good chance to pass making it 15.

Medical Marijuana is "legal" only in 23 states of the US and only for medical use (the use of the word legal is tentative as it does contradict the federal law that's in standing currently). As for WHY this was done, and why other states are trying to do this also - is because of the high number of benefits from marijuana when used in this capacity. The very first use though, is to counteract the effects of chemotherapy on cancer patients. Chemo makes most violently ill, and smoking marijuana has proven to reduce these effects drastically. There have also been studies done showing that there may be a link between smoking marijuana and reduced effects of Alzheimer's. It is also usefull for people suffering from MS or glaucoma

Proposition 215 was passed in California a while ago, this act allows patients that have a doctors reccomendation to use and cultivate marijuana. So yes, it is legal to grow marijuana in California, but the amount if plants allowed is limited.
