In HeartGold, you can get evolutionary stones including Thunderstones from the shop in the Pokéathlon to the right of where you can enter for races however you need to purchase it with points that you'll win through the Pokéathlon.
In Pokémon Gold, in the event of you having Lass Dana's number, she will call you and she'll give you Thunderstones.

∙ 14y agoOnce the Pokeathlon dome opens, go up to the registration desk. Then, go right to the next desk. You can exchange Athlete points there-and every day they have a stone. Visit there once a day and eventually you might even have 3 thunderstones. This is also how to get other evoloutionary stones. And rare candies :D
