Here's two ways, depending on who you're talking to, with loose pronunciation and literal translation:

qaHoy' (kahHoy) -- "I congratulate you." (talking to one person)

SaHoy' (shahHoy) -- "I congratulate you/y'all/youse guys." (talking to more than one person)

NOTE: the H is pronounced like the ch in "chutzpah" or "Channukah".
