What is one way food should never be thawed?

The answer would vary with the type of food. For bread, for instance, the microwave is the worst; it gets all soggy. Many other foods, however, would be fine thawed by microwave. Potentially hazardous foods, like meat and seafood, should not be left on the counter to thaw.

Is a safe method for thawing foods?

Food is best thawed in the refrigerator, however, some frozen foods can be safely thawed in a container of running cold water. This will reduce the defrosting time but it is important that the water be cold and running. For this method, the food should be tightly wrapped or frozen in a container so that it is not in direct contact with the water, the water must be constantly circulating around the food so that as the exterior thaws it remains at a safe temperature of 41 degrees or below. Food should never be thawed at room temperature or by using warm or hot water or in a non-running water bath.

Can you refreeze chicken thats been thawed in water?

It isn't generally safe to refreeze raw food. This is especially true for chicken, which is contaminated with salmonella at scary-high rates. If the chicken has thawed, it isn't generally safe to refreeze it and eat it later. This is especially true if it is thawed in room-temperature water rather than being thawed in the refrigerator. Once thawed, the chicken should be cooked fairly quickly. Once cooked, it can then be frozen for later consumption.

Prepare a bucket of water. Pour gasoline on the frozen food. Light a match. Throw lit match onto the frozen food. Let the food 'thaw' until you think the gasoline is burnt off. Dump your bucket of water onto the frozen food. AND it should be now thawed.

Is frozen fish that has thawed at room temp for 24 hours and still feels cold safe to eat?

There are food safety issues with thawing at room temperature and it is not recommended. If it is in a sealed package, it could be quick-thawed under cool running water - then immediately cooked. Or it could be thawed in the microwave - and immediately cooked. Or it could be cooked from frozen. Should you choose to thaw by any means other than in the fridge, it should be cooked immediately upon thawing and not stored for cooking later.
