Even chicken that has been properly frozen (allowed to freeze quickly and from all sides, in proper wrapping or containers, in sub-zero temperatures) only keeps about 6 months to 1 year. Really, the meat you get in the supermarket is only good for that long or shorter even if you freeze it right. If the chicken was cooked before freezing, you would be looking at even less time, probably 2-4 months.
When in doubt, throw it out.

Even if packaged extremely well and kept under non-fluctuating conditions, the fat in the meat could be rancid or there could be other flavor changes. There likely was no microbial growth at all if kept at 0 degrees F.
If it is not freezer-burned, it is probably still good.

Meats can be frozen for this long. If the chicken was kept frozen in an air tight container, it should still be good. Check the smell and look for freezer burn once the meat has thawed.
