weight in grams of one tablespoon of a material is dependent on the density of the material. Obviously a tablespoon volume of powdered lead will weigh more than a similar tablespoon of graphite by about 4 times.

however, that being said, the standard for determining volumes (and densities) has always been in relation to either air or water. 1 gram of water = 1 ml

thus for water 1 tbs (US) = 14.8 ml, 1 tbs (imperial) = 14.175 ml and consequently weigh the equivalent in grams.

Depends on the spoon.

But less then 1, making this a bad way to weigh a gram.
