If I had to pick one I would say a sloth. Sloths are capable of moving at a reasonable pace if they so choose. The thing with them though is typically they choose not too, staying in one tree to eat and sleeping 15 hrs a day.

Depends on the nature of the race. A frog probably has higher acceleration than a donkey in the first milliseconds, so if the race was for a cm, then the frog would probably win.
