The mocking jay is considered a symbol of rebellion even before Katniss wears it in the Games. This negative opinion of them comes from the Capitol. Originally, there were jabber jays and mockingbirds. The jabber jays were muttations, originally meant to show the power of the Capitol over the districts. But, when the jabber jays were finally out of use in the districts, a few remained and bred with mockingbirds, thus keeping their species alive.

The new species, the mocking jays, lost the ability to memorise and repeat human words that the jabber jays had previously owned, but could imitate birdsongs and a wide variety of human noises, such as crying or humming. They were now known as a species that was never meant to happen, rebels against the Capitol.
