Sakura is strongest in the aspect of physical strength. She is one of the strongest females in that area besides her mentor Tsunade, and that is a special ability in itself.
Sasuke and Naruto rival her in special techniques though. Their special jutsu is much more difficult to learn, dangerous and powerful.

Hinata lacks Sakura confidence, punching strength, assertiveness, and much detemination.
Sakura lacks Hinata kindness, being a bit shy (it's nice to be shy once in a while), nervousness (like most girls), and probably lots more for each other. So I don't think any of them are better than each other because, like I said, they both have what each other lacks, so it's not fair to choose really. It's like saying choose Akon or Lady Gaga so it's hard to say really.
Any way, I think it is a personal opinion. Sakura is a strong ninja but Hinata is WAY MORE AWESOME! GO HINATA! (by the way, Akon is better than Lady Gaga, OFFICIALLY!)
Actually I prefer sakura though.

I like Sakura better. Hinata isn't very strong and really annoys me.
