The sun bear. It is stronger and is more powerful than a panda. The sun bear also preys on animals like deer and carrion that they can steal from tigers. Pandas do not prey on any creatures, but they can and only will kill small mammals such as hare.

Another Answer:I disagree, I say the Bengal Tiger would win, especially since it's been known in Siberia that tigers often hunt down bears for food. So it wouldn't be surprising if it's the same thing with a Sun Bear vs. Bengal Tiger.
