I believe it is C-3P0 who says the first lines in the film. This is corrobated by George Lucas saying something about Anthony Daniels having nearly the last lines in Revenge of the Sith, and the having the first in A New Hope. This is also confirmed by the script.

The first movie to have a complete dialog sound track was "Lights of New York", released in 1928.
