Who made the rings in Lord of the Rings?

The one ring was forged in the fires of Mt.Doom deep within the depts of Mordor. The dark lord Saruon forged this ring in secret and poured his soul into it. He poured his will to dominate and evil into the ring. He engraved upon it (in the basic speech) "One ring to rule them all. One ring to find them. One ring to bring them all and in the darkness bind them." He used it to control all the other rings. The three of the elves, the nine of the men, and the seven rings of the dwarves.

The Rings of Power were nineteen in number (not including The One Ring). The Rings of Power were the masterwork of the elven-smiths of Eregion headed by Celebrimbor (not to be confused with Celeborn). The impetus for their creation came from Sauron, who could at that time still assume an appearance fair enough to deceive the Elves. Sixteen of the Rings Sauron had a direct hand in creating, the greatest three Celebrimbor crafted alone without Sauron ever touching them.

This is perhaps the most obvious question to answer. The wielder of the One Ring has limitless power over animate and inanimate objects. It controls its brethren, the Rings of the Dwarves, Elves, and Humans. It enslaved the Men, harmed the Dwarves, and in no way affected the Elves. Still, read the inscription on the One Ring to hear a slight use of its power:

One Ring to rule them all,

One Ring to find them,

One Ring to rule them all,

And in the Darkness bind them.

Feel the power in those words...

That is why the Ring was made.

He does not control the dwarves as they are immune to magic. He does not control the elves as he had no role in making their rings. [Yet in making the One Ring after all the others, Sauron gained control over them all.]

Before assuming the role of the Dark Lord Sauron, he was known as Mairon, and was a Maiar (lesser angel) in the service of the smithing Valar (greater angel) Aule. So it is from Aule that he learned the skills of ring crafting.

It was later that he brought these skills to the elven smith Celebrimbor who forged 16 rings under his instruction (and also three more without Sauron knowing). Sauron himself made the master ring in secret, to which the other rings were linked; the three elven rings were still affected but to a lesser degree.
