Yes, BUT only in a filler episode. "Fillers" are episodes created with the only purpose to mantain a certain delay between the episodes of the anime and its related manga. This delay is necessary to avoid problems related to "double issues", "this week no manga", etc etc etc.
These "fillers", usually are written by the animation studio with only a little help by the manga's author. So, yes, Fuka did kiss naruto, but in a very professional fanfiction.
(By the way, Fuka does not exist in the manga. The most similar name is Fukasaku. A talking toad. Male. Old. Semi bald.)
