Katniss is torn. She likes Peeta (really does) but at the same time she's madly in love with whats - his - name that she's known for a very long time, and she denies both because she's afraid if she admits to either and they have children their children will get reaped into The Hunger Games arena.

The gamekeepers announced that 2 people can win the Hunger Games if they are from the same district. Katniss wanted to save him because she thought he might help herself win and also because she felt like she owed Peeta her life.
