It was written for the movie "The Wonderful Wizard of Oz" because they needed a song for 'Dorothy' to sing in the barnyard before she journeys to Oz. Its meaning is that since she lives in Kansas and there wasn't many flowers, the only thing of real color she had only seen in her life was a rainbow. *It was in the special extended Wizard of Oz VCR tape by the way.*

As originally written, the song, "Somewhere Over the Rainbow", had a prelude:
When all the world is a hopeless jumble
And the raindrops tumble all around,
Heaven opens a magic lane
When all the clouds darken up the skyway,
There's a rainbow highway to be found
Leading from your window pane
To a place behind the sun,
Just a step beyond the rain
The prelude makes the song even more poignant. Dorothy wants to go not just to a world that is colorful, but also not a "hopeless jumble".
