There are many flashbacks used in The Hunger Games. Most involve Gale and Katniss in the woods. For instance, there's the flashback of when they see the Avox girl, a flashback of when they meet, of when Katniss procures a goat for Prim by trading her game, etc.
There are no flashback chapters in the Hunger Games whatsoever. All 3 books are told from the perspective of Katniss. If by 'flashback' you mean Katniss thinking about her past,I would suggest you look at the chapter where she remembers when her father died,the one where Peeta throws her the bread,the one where she remembers how she met Gale. The latter starts on page 133,Chapter 8. Sorry ,I don't know the others.

Her flashback is about the day after Peeta gave her the bread and how she picked the dandelion and knew hope wasn't lost.

the purpose of chapter 7 in the book the hunger games was to allow my readers to understand how Katniss feels before the hunger games begins and to understand her determenation to winning the hunger games .It is a tad bit confusing for some of my readers to understand the purpose of the flashbacks that Katniss has but you need to understand her close relationship between Katniss and Primrose and why she wants to keep her promise to her and why later in the book that promise becomes more serious when rue dies (because Katniss thinks she reminds her of Primrose) and doesn't want primrose to die because she failed to come back as a victor and feed primrose and her mother.so actually chapter7 is a VERY IMPORTANT chapter in the hunger games. The first chapter of The Hunger Games just explains what Katniss Everdeen does before the have the Reaping Day "lottery" done. The "lottery" is used to choose who will be tributes at the Hunger Games that year.
