Yes, meaning "new" but as well as a fresh way of thinking. in this period it was known as the age of reason as well because of the "new" idea of reason and logic where it had stressed harmony, stability and wisdom. and as well as these things going on inside peoples minds a government contract exists with the people that guaranteed "natural rights" of "life liberty and property".
