In District 12 of The Hunger Games it is forbidden to hunt or go into the forest. There is even electric fences which are supposed to be on, but never are due to the lack of electricity from the Capitol. For Katniss and Gale, the woods symbolize freedom from the Capitol. In the woods no one can tell them what to believe or what to think.
I believe that the woods in the very beginning of the book is very similar to the arena. Trees with low branches, its probably about fall i would say. So there are a lot of leaves on the ground, everything is kind of a yellow/orange color. Its thick, but not too bad. You could easily see through the trees out into the area of the meadow, or where the cornucopia is. In the beginning, the trees are probably a bit thinner. The arena must have a thicker layer of trees, larger trunks, and branches that thin as they get higher up. When Katniss is in the tree, the careers are unable to climb up because the branches are too thin near the top.
The willow tree is part of a lullaby that Katniss sings to her little sister, Prim, and later in the movie, to Rue. The song goes: "Deep in the meadow, under the willow, a bed of grass, a soft green pillow. Lay down your head, and close your sleepy eyes, and when again they open, the sun will rise."
So, basically, the willow tree symbolizes faith, courage, and the notion that everything will be alright in the end. I hope this helps!

It occurs mainly in the beginning of the book, as it is telling about how Katniss has to hunt to keep her family alive, but several Hunger Games arenas have been woods. For example, the arena in the first book was a woodsy area with trees and lakes to provide shelter and water. The woods are a big part of Katniss's survival during the Games because she grew up in the woods and she can use them to her advantage.
