A tessera is something that families get if they have no food. For every time a family gets a tessera, one of the kids gets another 4 slips of paper in the reaping with their name on it. Then the mayor of that district will give that family some food (normally grain).
A meager years supply of grain and oil for one person, given to in exchange for you putting your name in the Reaping an extra time for each tesserae you take. (You can take one for each member of your family. So Katniss could take 3.)
Every year, you can apply for tesserae. You go down to the Justice Building and enter your name into the reaping again for an exchange of one year's worth of oil and grain for one person.
For each tessera you take out, your name is put in once more. Many children take out the amount of tesserae they need to feed their whole family, so their names are put in more.
For instance, Katniss is sixteen. Each year, she takes out tesserae for her, her sister, and her mother, so on top of her name being in the obligatory five times, its in another fifteen times (three tesserae per year for five years). Therefore, Katniss's name is in the reaping twenty times.
Gale Hawthorne's name is in forty-two times. This is because he is eighteen, and takes out five tesserae each year. So take the mandatory seven, and add five times seven, which is thirty-five, and boom, forty-two.
tesserae is where if your in need of food, you can put your name in the draw for The Hunger Games another time for a supply of grains and oil for your family. In the Hunger Games Gale does tessrae.
Tesserae in the Hunger Games is extra grain and oil given to any child between the age of 12 and 18 in exchange for putting their names into their districts reaping for the annual Hunger Games.
Tessera is an extra ration of food families can receive from the government in return for putting a childs name in the drawing for the games an extra time. This can be done once a month.
A tessarae is a year supply of grain and oil. To get it, you must have your name entered into the reaping ball one more time for each tessarae. You can also get this for your family members.

There's a peacekeeper far front of the Justice Building. You can get the tesserae from him.

chapter seven is on page 86 in the hunger games.
Katniss Everdeen puts her name in multiple times in the reaping in exchange for food in Catching Fire. This act is called tesserae in The Hunger Games series.
The Hunger Games
Signing up for a tessera is a way to get food for yourself and your family in exchange for your name going into the reaping bowl more times. If you are starving, you'd need food and may have no other choice.
Because anyone from ages 12 to 18, if needed, can sign up for a tesserae, but signing up for a tesserae means your name is entered way more than once in the jar where they pick at random the tributes. And since District 12 is basically coal mines, the people are often starving and having no heat
