The truth is that we don't know what chakra nature Konohamaru has, and it may be that neither he nor Ebisu knows yet.

Rasengan is based on chakra manipulation and it has nothing to do with element manipulation.Element manipulation CAN be added but it is not mandatory.Jiraya for example had fire and earth element chakra,yet he used rasengan.Naruto learned rasengan without knowing nothing about nature chakra, but when he mastered wind manipulation, then he created both Wind Release: Rasengan and Wind Release: Rasenshuriken.
