So Katniss was in the bushes watching someone guard the food when she took an arrow and shot the bag of apples. An apple fell out of the bag causing it to land on a mine causing another mine to blow up. She and Rue wanted to blow up the food because the people from those districts only knew how to steal/get manmade food and not meat. They did not know how to hunt animals and they didn't know what parts to eat. So the people from those districts will have a hard time getting their food. After Rue and Katniss met up again, they were planning how to kill them. Rue saw Marvel with a bow and arrow and turned Katniss around.
