Yes, all of the characters (Including Robert Pattinson) signed a contract saying that they will all be in Twilight, New Moon, Eclipse, and Breaking Dawn. It would be a little weird if there were different people for each character in the movies.
Actually, Rachelle won't be playing Victoria in Eclipse, she was fired as the other film she'll be filming overlapped her Eclipse filming.
