R Dean Taylor was the first white artist to have #1 hit for Tamla Motown with Indiana Wants Me. But was he the first white person to be signed up to the label? Dunno.
Yes, Though question is rough. The Tamla label started in Jan 1959 and the Motown label started in Sep 1959 12 songs were recorded on Tamla with "MONEY" being the most popular (also released nationally on ANNA label) Anna Gordy was Berry Gordy's sister. 1 song was released on the Motown label "Bad Girl" G-1 by "The Miracles" this title was transferred from the Tamla label TLX2207 that had a strange numbering convention and the only recording starting with TLX series. Both recorded/released SEP 1959.

motown +++ When it first appeared, back in the 1960s, the word "Motown" was often prefixed with the name "Tamla". A style notable for strong melodies and arrangements, and tight rhythms.
Its first hit was Barrett Strong's "Money (That's What I Want)" (1959), which made it to #2 on the Billboard R&B charts; its first #1 R&B hit was "Shop Around" by the Miracles in 1960. "Shop Around" peaked at number-two on the Billboard Hot 100, and was Motown's first million-selling record. Also in 1960, Gordy launched Motown Records as a sister label. Because of the "Motown" name's association with "Motor City" Detroit, the blanket record company under which both Motown Records and Tamla Records operated was incorporated as "Motown Record Corporation". A year later, The Marvelettes scored Tamla's first US #1 pop hit, "Please Mr. Postman." By the mid-1960s, the label, with the help of songwriters and producers such as Robinson, William "Mickey" Stevenson, Brian Holland, Lamont Dozier, and Norman Whitfield, was a major force in the music industry.Source: Answers.com

The ambiguous answer is - The first record on the Motown record label is "BAD GIRL" recorded by The Miracles on label number G-1 in September 1959. Though the MOTOWN label itself was the 2d label under Motown Records. The first original label was TAMLA and was 9 months before the MOTOWN label was launched. And the first recording was 'COME TO ME' by MARV JOHNSON and written by Marv Johnson in Jan 1959 on Tamla 101. The background vocal accompanied by Rayber Voices (RAYnoma and BERry Gordy). The b-side was Whisper. This title was released from the 1719 Gladstone Street address, and also released for national distribution by United Artists (UA 160).
