Basically, they get their name put in once when they are 12 then once more up until they are 18. So when they are 13, twice, 14, three times etc. BUT if they are starving they can opt to put their name in more than once in exchange for tesserae (grain and oil) They can do this for each family member. So if they had five family member including themselves and they were 12 their name would go in 6 times. Here there's a catch. If when they were 12 they entered 6 times each year the entries are doubled, so 13, twelve times, 14, eighteen times, etc.
Your name is entered once every year on your birthday starting from your twelfth. So when you are twelve, you have one entry, when you are thirteen, two right up until eighteen when you will have seven entries.
However, each year on your birthday you can sign up for terrasse and by doing so your name is entered once more. You can take out one terrasse for each member of your family.
When Katniss Everdeen turned twelve, she had one compulsory entry and three terrasse leaving her with four entries. Each year she added another compulsory entry plus the three terrasse's she signed up for. When she was sixteen, she had twenty entries.
The answer is 2 the first is The Hunger Games where she had to fight for her life and peeta and her both one the games, the second time the president wanted to kill katness so then he made another Hunger Games with all the last winners and then all had to fight

It depends on if your talking about the whole book named The Hunger Games or if you are talking about the games itself. In the games, they have 24 tributes that they pick at the reaping--- On the Quarter Quell, sometimes they double that amount to make it 48 tributes, last one standing, wins. In the book, there are MANY characters, probably way to many to count!
