He didn't say it in Casablanca. What he did ask Sam the pianoplayer in his club was: "Play it, Sam". Woody Allen's play and subsequent movie are called Play It Again, Sam, in which the hero has conversations with "Rick" (AKA Humphrey Bogart) from Casablanca.

It's a reference to the classic movie Casablanca (1942). However, those exact words are never spoken in the film. There was a Woody Allen movie called Play It Again, Sam (1972). That may be where some of the confusion comes from.

The actual line, spoken by Bogart's character, Rick Blaine, is: "You played it for her, you can play it for me! Play it!"

Ingrid Bergman's character, Ilsa Lund, also says something similar: "Play it, Sam. Play 'As Time Goes By.'"

There are two relevant quotations:
