First of all, the capitol is in charge of all the districts, and nobody in the capitol competes in The Hunger Games. Second of all, they have better technology then everyone else (except maybe district 13), and a higher standard of living. Lastly, while everything is strict and it is very hard to even get food in the districts, people in the capitol are free and take almost everything for granted.

Well, to start the attitudes of the people there. In twelve, people are generally hardworking and gloomy but in the Capitol, people usually just want to have fun and are very self-centered. Also, the people in District 12 do not waste anything but in the Capitol, it is customary to make yourself throw up so you can eat more. The technology in the Capitol is more advanced and usually works unlike 12, where the fence is rarely electrified. The style of dressing and food are different, too.

Everyone in The Capitol always has enough to eat on their plates, while District 12 nearly starves to death. Everybody in The Capitol always wears the most outrageous things and die their skin, where as in District 12, nobody cares as long as you have something on.

No, the Capital is its own "district". Kids from the Capital do not have to participate in the games. District one and two are close to the capital so they get trained to kill.
