Probably not. Most celebrities receive so much fan mail that they simply do not have the time to read it all. Miley Cyrus hires other people to go through her fan mail and answer it. If they find something that might interest Miley, then it gets sent on to other staff.

Well, to say, I'm not so sure if she does because you know superstars are celebrities and they go on shows at night too. Even when you are sleeping! They are usually very very very, EXTREMELY busy. So that means that she might not have enough time on the computer and do stuff and check her e-mail so often.
