Getting a picture duration to last less than one second on Windows Movie Maker can't be done by manually dragging it backward on the time-line.
However, you can change the Duration Default for Pictures to the lowest setting possible which is: 0.125.
To change the Picture/Transition Duration Defaults:
> Click on Tools
> Options
> Advanced tab
Use the up/down arrow key (to the right of Picture Duration) to 0.125. Remember to Restore All Defaults when you are done, or the settings will affect future projects.
To change the duration default for photos/pictures:
> Click on Tools, Options and the Advanced tab
> Beside Picture Duration, increase or decrease the 'seconds' to the desired time
This Duration Default for pictures will be applied to each slide/picture in your video. The maximum Default Duration for Pictures is 30 seconds (minimum 0.125). If you want clips to show longer than that you will have to manually drag them along the time-line.
Just remember to Restore All Defaults when you are done, or the setting will be applied to future projects.
You select your picture then go to 'Video Tools' then go to 'Duration' then select the time you wish for your picture to last. The default time is 5.00 seconds.
You can't do that on Windows Movie Maker.
Windows Movie Maker is a very basic video editing software application with limited features. Unfortunately, you can't do a picture-in-picture on the program.
The 'Take a picture from preview' function is only available on version 2.1 and 2.6 of Windows Movie Maker. You can find the function in the top menu.
To get a picture into Windows Movie Maker, click on the Import Media button on the top menu. Locate the picture you want to use and click Import. The picture will appear in the Imported Media pane in Windows Movie Maker. Click and drag it into the Storyboard or Time-line view for editing.

Copy and paste the picture into your documents, or right click and save it to your documents. Then open Windows Movie maker, and and click import picture. It will upload the picture into Moive maker, and then you just drag it into the slides :)

I'm not sure what you are asking, but I believe you want to know how to add a picture on top of one already in the project. If that is the case, it can't be done in Windows Movie Maker.
