You will have to register your new vehicle, and at registration your tag number is assigned. You may be able to transfer the registration, but the registry has control over that. Bring the old registration information with you when you register the new vehicle, and request that the old registration be transferred.

You don't have to do anything with the old tag. For "looks" only you could remove / dispose the old ones. When you install the new one it is always advice that you cut the new tag (diagonaly) without destroying it, so if someone wants to steel it they wont be able. In some states, the old plates must be turned in. Massachusetts is one example.
You have to get insurance on that car and go to any County tag office in GA for a new title or registration and a new tag. Certain year model cars require you have the title - not just a bill of sale.
