Either concrete stain or block and stucco paint. I painted an eagle statue ,about three year's ago with oil colors and after it dried i put a coat of polycrylic, (by Min Wax) over it and and it still looks great.
Concrete stain is the best option. Acrylic paint formulated for pool decks or epoxy coating may be used, though they are less advisable. I have a detailed article about painting the outdoor horizontal concrete surfaces at my blog (see related links).

If you are doing "sidewalk art" then chalk is your best bet. There are many truly amazing artists worldwide currently using it. If you are painting sidewalks and asphalt to mark parking spaces, handicap parking/access, crosswalks, safety zones etc. there are commercially available paints made specifically for this use. They are solvent based, designed to survive the elements/traffic etc. and can be purchased through a good paint retail store. Do be advised, there are a very limited number of colors available.
Go to the craft store and get fabric paint. That should do the trick.
None. Any paint will gass off in to compounds. You will breath these comounds. They are all toxic, and carcinogenic,
You should never burn wood with paint on it unless you know, specifically, what kind of paint it is, that the paint is question is safe to burn, and that there is no other chemical treatment on the wood. There is such a thing as paint that is safe to burn, but you should never assume a given paint is safe. In particular, you should avoid burning wood with lead based paint on it, and much of the old paint was lead based.
try pressure washing it off. . .this should lift off that kind of paint or you can use acid wash for concrete

Well, you make a sidewalk from concrete, not just cement. Concrete consists of cement, sand, gravel and water. You will need 5.5 cubic feet of concrete. A standard sidewalk grade of concrete would be 1 part cement, 2 parts sand, 3 parts gravel- so the sidewalk needs 0.91 cu ft of cement- about 87 pounds worth- plus sand and gravel. If you want to buy the premixed bags of concrete (like Sacrete), you will need about 17 of the 40 pounds bags. And you did not ask, but 3 inches is kind of skinny- I would go for at least a 4 inch thick sidewalk.

Both the water based paints and the oil based paints can be used on the concrete fountains. However, the oil-based pains are the best as they cannot be washed easily unlike the water based paints.
The absolute bees knees paint would be an epoxy paint. That is the kind that we used to use on microwave transmission towers. It is also used on garage floors. As an alternative, you might consider using a concrete stain.
