Smallest is the superlative adjective for small.

An adjective is used to describe a noun. If something is small, it is merely described as small.

A superlative adjective is the greatest extent of that adjective. In this case, something is not only small, but it is the smallest of all.

Please keep in mind, these forms of adjective should only be used in cases when you are comparing more than 2 objects. It is improper to say "1 thing is smallest than another thing" Smaller is the adjective you would want to describe for two objects. Smallest for 3 or more.
