Culture is crucial in communications because the way every culture communicates is different. In your culture, a handshake may be a common way to greet someone while in another culture it may be very offensive. Understanding a culture, they way a community lives, is very important to communicate effectively. There needs to be understanding of different backgrounds when you communicate.
