I had same problem with a NEW car. Took it back (under warranty) It was cured in four hours, it was the radiator rubber mountings, or one of them anyway, so the guy at the dealers said!! He was right, i had that car for three more years, not a squeak.

On 1994 Toyota 4Runner-how do you unlock the steering wheel to start the car Wheels steering wheel is locked so that key won't turn in ignition even when jiggling the steering wheel?

You have to turn the car off and turn it back on. This didn't work immediately for me, but I moved the car back and forth a little, and then it started. Just turning it on and off wasn't enough.

What is counter steering?

Steering into the turn. When you enter a LEFT hand turn, you turn the steering wheel so the tires turn to the Left. If the back of the car begins to slide out of the curve, then you can steer RIGHT and it will slide the car back around.

Which way to turn steering wheel if sliding on black ice?

It depends on which way your car is sliding. If your car's back end slides to the right, you'll want to turn your steering wheel to the right. Same basic principle the other way. Car slides left, turn your wheel left. Eventually it should straighten out so you can regain control of the car.
