Other than the normal mechanical issues to check (low/no battery charge, bad starter, etc), you might want to double check the alarm system.
I had a problem where my 92 would not start on it's own with a full battery, not even engage the starter; but if you jumped it, it started fine. What we traced it back to was the stock alarm, it either had a short or some low voltage starter kill that kept the starter from getting juice.
Once I had the alarm yanked out for $150 the car reliably started, and I didn't have to deal with the occasional alarm going off and being ignored by everyone.
PS if anyone wants a stock 92 alarm give me ring ;)
Could be a number of things... Inexpensive solutions to try first: Fuel Filter - could be clogged - would not stay started or not start at all... Spark Plugs (do them yourself to save the dough) and wires (or just the plugs depending on the condition of the wires Air Filter Expensive solutions Fuel Pump - could also be the ECU giving the wrong info to the fuel pump Fuel / Air mixer - the technical name of this part slips my mind, but its what mixes the gas and air which results in the best combustion ECU -main computer sending information to engine Distributor The main recommendation for this due to the number of issues is to get a diagnostic check on your car.....a fuel system diagnostic check should run you around $75-$100 and some places will put that towards the repair if you choose to let the garage that does the diagnostic to fix the problem.
Seized engine? Dead or weak battery? Loose or corroded battery cables? Bad starter or starter solenoid? Bad neutral or clutch safety switch?
try a new ignition coil

no the cams shouldn't turn if the chain is brokrn. It may be streched and or the tentioner may be worn out.
check under hood in the fuse panel on the right. itll say ignition switch. see if there is a fuse in that slot if not take the fuse from the abs slot and chreck if the engine will turn over.
check the distributer or change the spark plug wires and spark plugs this happened to my try changing the moguel
could be the timing belt if it is broken it will turn over all day but wont start could also be fuel pump and filter it the pump is bad or the filter is severly clogged you will have the same problem
No, a rusted flywheel will not cause the engine not to turn over.
If it won't turn over then suspect the starter. Check for power at the starter itself.
