in rough water there is much vibration so it is constantly moving and so
if it is moving the vibration is not smooth but rough and on rough surfaces the reflection is not clear because the vibration is constantly moving so it is blurry. i might be wrong but i feel 9o percent right
It can reflect off a rough surface but the image is not clear ,causing an irregular reflection.
A varnish or clear coating may suit.

True, but only to a point. If the surface is too rough debris can get lodged between the wheels causing them to lock up. Which generally will lead to your face meeting the previously mentioned rough surface. However if the surface is not rough enough then it is difficult for the wheels to get a grip on the surface. Which usually will also lead to a meeting between the very smooth surface and your face.
The rough endoplasmic reticulum has ribosomes on its surface. This is what make is "rough"
Smooth surface
Its surface is rough because of all the rock's and crater's in its surface.
Some light that falls on any surface is scattered back (reflected). A rough surface tends to scatter the light in different directions while a smooth surface tends to scatter more of the original (incident) rays straight back. This explains why a smooth surface reflects a "clearer" image than that reflected from a rough surface.
If there is a picture of the smooth and rough E.R., you can tell the difference because the rough E.R. has something that looks like little round bumps on the surface. The smooth E.R. is smooth like silk. :)
The rough surface is better than the smooth surface for the frictional force to act.
If there are scratches on the surface before you clear coat, the clear will not come out smooth. If you are spraying new clear coat over an old clear coat, the entire surface must be wet sanded with at least a 600 grit wet/dry paper so the surface is rough enough to accept the clear. If you are spraying new clear over an new base coat, the same techinque for prepping the surface will be necessary if the base coat has dried.
