Aqueous ammonia is sometimes called ammonium hydroxide because ammonia (NH3) reacts with water to a small degree to produce ammonium hydroxide (NH4OH).

NH3 + H2O <--> NH4OH

Because ammonia is a weak base only small amounts of ammonium hydroxide are actually formed and an equilibrium is established.
