The reference to the Kenyan parliament as the august house is satirical...the word august as used by the Kenyan press was borrowed from the British news people (usually) to refer to something 'dignified'. The Kenyans consider theirparliament an icon of disrepute, so the word used by the press in Kenya has ironic undertones.
