Why doesn't Portugal speak Spanish?

Portugal is a country. Spain is another. In Portugal you speak Portuguese and in Spain, Spanish. Portugal has been a country since 1143 and since then Portuguese has always been it's official language.

Spanish like portuguese, the portuguese are the ones that dont like spanish

Because Spanish is not native to Portugal. It's the same reason that Hebrew is not spoken in Korea.
